PhageEU has just published its position on the European Biotech Act COM (2025) 1022 final. This is a landmark regulatory and investment framework for EU health biotechnology.
Bateriophages are relevant to all five pillars of the Act. Yet without targeted amendments, Europe risks missing a critical opportunity to turn its world-class phage science into real clinical and industrial solutions against antimicrobial resistance.
The European Biotech Act arrives at precisely the right moment. Antimicrobial resistance is one of the EU’s most pressing public health threats — and bacteriophage technologies offer targeted, biological tools capable of addressing it. But phage therapies are adaptive by nature: they cannot be treated as fixed, invariant medicinal products. The Act must be structured to reflect this reality.
PhageEU contribution
PhageEU is calling on co-legislators to:
- Recognise collective and cumulative infrastructure, including curated phage libraries, bacterial host collections, and interoperable data systems within Strategic Health Biotechnology Projects;
- Ensure regulatory sandboxes accommodate adaptive biological products, including those whose composition may evolve within defined quality and safety parameters;
- Adapt clinical trial provisions to allow susceptibility-guided enrolment, adaptive designs, and platform protocols suited to phage therapies;
- Commission EMA and EFSA to develop coordinated regulatory guidance covering classification, manufacturing standards, and adaptive clinical development;
- Make the EU Health Biotechnology Investment Pilot accessible to phage SMEs at clinical development and scale-up stage;
- Include phage production facilities within EU biomanufacturing support initiatives.
- PhageEU is also proposing a dedicated chapter on bacteriophages within the Act, consistent with Chapter V on biosimilars, reflecting the technology’s unique potential to reshape antimicrobial treatment in Europe.
Failing to act would mean a lost opportunity. Europe has the science. The Biotech Act can provide the framework. Now is the time to make it work for phages.
The PhageEU position and proposal for amendments to the Act is available below.
Phage EU is a coalition of likeminded stakeholders who represent phages in industry, the scientific community and civil society. We want to realize the full potential of phages in Europe.
